The Hon. Francis W. Barclay is the presiding judge for the Superior Court of Modoc County in California. He was appointed to the bench in August 2003.
When not donning the black robe inside the courtroom, Judge Barclay can be found being active with several civic and community groups such as the Rotary International, the Modoc County Law Library Board of Trustees, and the Northern California Senior Legal Services. He is also a member of the Juvenile Justice Commission, the California Judges Association and the State Rural Courts Education Committee.
