Biography

The Hon. Francis M. Devaney is a judge for the Superior Court of San Diego County in California. He was appointed to the bench by former governor Arnold Schwarzenegger on January 24, 2005, filling a vacancy created by the retirement of the Hon. Vincent P. DiFiglia.

Devaney earned a B.A. from Hobart and William Smith Colleges. He then received a J.D. from Santa Clara University School of Law.

He began his legal career in the Office of the City Attorney of San Diego in 1983. He served there as a deputy city attorney until 2005, where he litigated civil cases concerning false arrest and excessive force, dangerous conditions of public property, and municipal development projects.
