Judge Lui graduated with his B.A. in political science from the University of California, Berkeley in 1992. During his studies at Berkeley, Lui spent a year, beginning in 1990, studying abroad in Tokyo, Japan at Sophia University. After graduating from UC Berkeley, Lui worked as an associate product manager for Ace Medical Company where he marketed orthopedic medical equipment. In 1994, Lui began his legal studies at Loyola Law School, earning his J.D. in 1997.

While in law school, Lui clerked for the Hon. Dickran Tevrizian with the U.S. District Court for the Central District of California from 1997 to 1998. After completing his clerkship, Lui joined O'Melveny and Myers LLP, where he worked as an associate from 1998 until 2002 when he became counsel for the firm. During his time at O'Melveny and Myers, Lui practiced complex commercial and fraud litigation, as well as private securities and class action defense at both the state and federal court levels.

In 2005, Lui joined the U.S. Attorney's Office for the Central District of California as an assistant U.S. Attorney. While there, he served as coordinator of the Medicare Fraud Strike Force in the Major Frauds Section, helping to prosecute healthcare fraud, as well as violations of the Congressionally-mandated Anti-Kickback Statute.

After six years at the U.S. Attorney's Office, Lui became a partner at the law firm of Crowell and Moring LLP in 2011. During his three years with the firm, he specialized in white-collar criminal defense, government investigations, corporate internal investigations and complex civil litigation with a focus on matters relating to the health care industry. Then, in 2014, Lui left the firm to join Brown George Ross LLP where he served a brief stint as of counsel just prior to his appointment to the Superior Court in August of that year.
