Judge W. Howard Sullivan: Professional Background and Legal Expertise

Biography

The Hon. W. Howard Sullivan (Ret.) was a judge for the Chenango County Court Multi-Bench in the Sixth Judicial District of New York. He was elected to the County Court in 1999 and was retained in subsequent elections. Sullivan retired in 2012.


During his tenure on the bench, he was appointed supervising judge of the Sixth Judicial District by former Chief Administrative Judge Ann Pfau in 2008. Sullivan began his judicial career in 1971 as a judge for the Norwich City Court.


He received a B.B.A. from Le Moyne College in 1964. Sullivan went on to complete a J.D. at Temple University School of Law in 1970.


After law school, he became a tax attorney for the State of New York. Sullivan also served as the Chenango County District Attorney in 1976.


He taught as an adjunct professor at the State University of New York at Morrisville (1975 to 1998) and at Binghamton University.


He was a member of the Chenango County Magistrates Association.


Sullivan also held memberships with the Norwich Little League (past-president), Big Brothers/Big Sisters, Chenango County, the Chenango County Council of the Arts, the Oxford Recreation Association, the Chenango County Planning Board (chairman), the Chenango County Youth Bureau (chairman), the Norwich Family YMCA (trustee), and the Chenango County ARC (board member).


He received the Bronze Key Award from the National Council on Alcoholism.
