Biography

The Hon. Todd D. Irby is a judge for the Superior Court of Placer County in California. He was appointed to the bench by former Governor Jerry Brown in 2018, filling a vacancy created by the retirement of the Hon. Frances A. Kearney.

Irby earned a B.A. in political science from Ohio State University in 1980. He then completed a J.D. from Pepperdine University School of Law in 1983.

He began his legal career as an associate at Garrett & Jensen in 1991. Three years later, he moved to Martin, Wilson, Fingal & MacDowell, where he practiced for one year. Then, in 1995, he settled into a position at Hess-Verdon and Associates, rising through the ranks to become a named partner. Irby eventually left the firm in 2004. He accepted a position at the Duffy Law Firm, where he worked for one year before starting his own private practice in 2006.

Irby transitioned into public sector service in 2007. He first served in the Office of the Attorney General of California as a deputy attorney general. Then, in 2012, he joined the Department of Veteran Affairs of the State of California as its deputy secretary and chief counsel. He held this position until his appointment to the Superior Court of Placer County as a court commissioner in 2017.

He has served as Chair of the Commission on Judicial Nominees Evaluation. He has also been a member of the Anthony M. Kennedy Inn of Court.

Irby was born in Youngstown, Ohio and raised in Sacramento, California. He was a resident of Rocklin, California at the time of his appointment. When not presiding over cases, Irby enjoys spending his free time cooking, reading, and traveling.

He is a veteran of the United States Air Force.
