The Hon. Steven W. Forrest is a judge for the Elmira City Court in Chemung County in the Sixth Judicial District of New York. He was originally appointed to serve as a part-time judge for the City Court in 1996 before receiving an appointment to a full-time position on the Court in 2007. He was subsequently elected to the seat in 2010. While on the City Court, Judge Forrest was appointed to serve as an acting judge for the Chemung County Family Court in 2011 by the Hon. Ann Pfau, former Chief Administrative Judge of the State of New York and as an acting judge for the Chemung County Court in 2013 by the Hon. A. Gail Prudenti, who was serving as the Chief Administrative Judge at that time.
He received his J.D. from DePaul University School of Law.
His legal career outside of the bench includes serving as an attorney in private practice since 1981. During that same time, Forrest worked as an assistant corporate counsel for the City of Elmira from 1984 to 1987 and as an assistant public defender in Chemung County from 1985 to 1986. After assuming the bench, he continued to work in private practice.
Forrest has also taught business law at Corning Community College.
His memberships have included the Arctic League, Kiwanis Club, Chemung Valley Multiple Sclerosis Board, Chemung County Youth Bureau, United Way, Southport Recreation Association, and the Chemung Valley Soccer Association.
He was also a past president of the New York State City Court Judges Association.
