Judge Stephen W. Cass - Professional Background & Legal Expertise

Biography

The Hon. Stephen W. Cass is a surrogate for the Chautauqua County Surrogate’s Court in the Eighth Judicial District of New York. He was first appointed to the Surrogate’s Court by former Governor George Pataki in 1999 and was subsequently elected to the seat in 2000 and then re-elected in 2010. He was also appointed in 2002 to serve as an Acting Justice of the Chautauqua County Supreme Court by the Hon. Jonathan Lippman, former Chief Administrative Judge of the State of New York. Upon his appointment to the Surrogate Court, he filled the vacancy created by the retirement of his father, the Hon. Willard Cass (Ret.).

Surrogate Cass received his B.A. from Allegheny College in 1985. He went on to earn his J.D. from Albany Law School in 1988.

Prior to his appointment to the Surrogate Court, Cass served as a town justice for the Carroll Town Court in Chautauqua County, New York from 1993 to 1999 and for the South Valley Town Court in Cattaraugus County, New York from 1995 to 1999.

During his tenure as a town justice, Cass was also a partner at the law firm Lodestro, Cass, Vanstron, and Edwards from 1995 to 1999.

Surrogate Cass also served as a deputy sheriff and taught as an adjunct professor at Jamestown Community College.

His memberships have included the Jamestown Bar Association, the Northern County Bar Association, the New York State Bar Association, the Sportsmans Club, the Lakewood Rod and Gun Club, and the Knights of Rose Croix. He has also served on the Board of Directors of the Jamestown Library.
