Judge Scott L. Kays - Professional Background & Legal Expertise

Biography

The Hon. Scott L. Kays (Ret.) was a judge for the Solano County Superior Court in California. He was appointed to the bench by former Governor Pete Wilson in 1997. He retired from the bench in 2017 and his vacancy was filled by the Hon. Dora M. Rios.

Kays received his bachelor's degree from the University of California, Irvine in 1973. He went on to earn his J.D. from the University of California, Hastings College of the Law in 1976.

After law school, Kay would begin his legal career in private practice, where he first worked as an associate at the erstwhile Kilpatrick, Peterson, and Ely in 1976. He became a partner at Kilpatrick and Peterson in 1980 and would ultimately become managing partner of Kilpatrick, Kays, and Daniels in 1987. He would remain in that capacity until his appointment to the bench in 1997.

During his tenure on the Superior Court, Kays served as an Assistant Presiding Judge from 2000 to 2001. He was also a Supervising Judge of the Civil and Family Divisions and a Presiding Judge of the Appellate Division.

He was appointed by the Hon. Ronald M. George, the former California Chief Justice, to serve on the Commission for Impartial Courts Task Force on Judicial Selection in 2008.

He was also elected to serve as the President of the California Judges Association in 2006.

His awards have included the Law Day USA Liberty Bell Award from the Solano County Bar Association in 2010, and the Bench-Bar Coalition Leadership Award from the Judicial Council of California in 2007.

After retiring from the bench, Kays intended to continue to serve in the Assigned Judges Program.
