Judge Russell P. Buscaglia - Professional Background & Legal Expertise

Biography

The Hon. Russell P. Buscaglia is an Acting Justice of the Erie County Supreme Court in the Eighth Judicial District of New York. He was appointed to the Supreme Court bench by the Hon. Jonathan Lippman, former Chief Administrative Judge of the State of New York in 1997. Justice Buscaglia has served as a judge for the New York State Court of Claims since his appointment to the bench by former Governor George Pataki in 1997. He was reappointed to the seat by Governor Pataki in 2006 and by Governor Andrew Cuomo in 2015.

Justice Buscaglia received his B.A. from the State University of New York at Buffalo in 1972. He went on to earn his J.D. from the State University of New York at Buffalo Law School in 1975.

After graduating from law school, Buscaglia entered into private practice. He first practiced briefly as an attorney with Joseph H. Chirlin P.C. beginning in 1975 before then joining Harrison and Gruber in 1976.

Buscaglia left the private sector in 1977 to join the Erie County District Attorney’s Office as an assistant district attorney. In 1989, he became an assistant U.S. Attorney with the United States Department of Justice, and in 1995, began serving as a deputy attorney general with the New York State Attorney General’s Office. He remained with the A.G.’s office until his appointment to the Court of Claims in 1997.

His memberships have included the New York State Bar Association, the Erie County Bar Association, and the New York State Supreme Court Justices Association for the Eighth Judicial District.
