Judge Russell L. Hom (Retired) - Comprehensive Profile: Analytics, Rulings & Recent Cases

Biography

The Hon. Russell L. Hom (Ret.) served as a judge for the Sacramento County Superior Court in California. Hom was appointed to the bench by former Governor Gray Davis in 2002, filling the vacancy created by the retirement of the Hon. Randolph Loncke. He retired in 2022 and joined Judicate West as a private mediator and arbitrator.

Prior to his appointment, Hom was the owner of the Law Offices of Russell L. Hom, a law firm he opened in 1996. Before that, he spent time as a partner at Edson & Hom (1994 to 1996) and Cohen & Hom (1984 to 1993). During his tenure in private practice, Hom specialized in criminal defense and personal injury matters.

Hom earned a bachelor’s degree in political economy from the University of California, Berkeley in 1978. He then completed a J.D. at the University of California, Hastings College of the Law in 1981.

After graduating from law school, Hom began his legal career as a deputy district attorney for the Sacramento County District Attorney’s Office. He served in that capacity until 1984, at which time he entered into private practice.

His memberships have included the Asian Pacific Bar Association of Sacramento, the Sacramento County Bar Association, the National Asian Pacific American Bar Association, and Criminal Defense Attorneys of Sacramento. He has also been involved with the Human Rights & Fair Housing Commission for Sacramento, the California Commission on Judicial Performance, and the Anthony M. Kennedy American Inn of Court.

He is a recipient of the Judge of the Year Award from the Sacramento County Bar Association (2021), the Community Leadership Award from the Asian State Employees Association Foundation (2021), the Judge of the Year Award from Capitol City Trial Lawyers Association (2020), the President’s Award from the Asian Bar Association of Sacramento (2019), the Community Services Award from Asian Resources (2007), the Daniel K. Inouye Trailblazer Award from the National Asian Pacific American Bar Association (2002), and the President’s Award from the Sacramento Asian-Pacific American Chamber of Commerce (1996).

When not presiding over legal proceedings, Hom enjoys traveling and woodworking.
