Judge Ronald E. Kowalski, II - Professional Background & Legal Expertise

Biography

Hon. Ronald E. Kowalski, II is a judge for the Stamford/Norwalk Judicial District Superior Court in Connecticut. He was appointed to the bench by former Governor Dannel Malloy in 2018.

Prior to joining the judiciary, Kowalski was a partner in the Stamford law firm of Cacace, Tusch & Santagata, where he had practiced since 1994. At the firm, he handled a heavy civil litigation caseload, including property tax appeals, condemnation cases, foreclosures, lease and contract-related litigation, union representation, lease negotiations, and appellate practice.

Before that, Kowalski was a litigation associate at Seeley & Berglass, P.C. (1993) and Pinney, Payne, VanLenten, Burrell, Wolfe & Dillman, P.C. (1992 to 1993).

In addition to his private practice, he served as a special master for tax appeals in the Stamford/Norwalk Judicial District and has written and lectured on litigation, tax appeal, and appellate matters.

Kowalski received a B.A. in politics and fine arts from Fairfield University in 1988. He went on to complete a J.D. at Suffolk University Law School in 1991.

He was admitted to practice in Connecticut (1991), the United States District Court for the District of Connecticut, the United States District Court for the Southern District of New York, and the United States District Court for the Eastern District of New York.

After graduating from law school, Kowalski began his legal career as a law clerk to the Hon. William J. Lavery with the Connecticut Appellate Court (1991 to 1992).

His memberships have included the Police Commissioners Association of Connecticut.

Kowalski was a former Registrar of Voters for the Town of Easton.

At the time of his appointment, he resided in Norwalk, Connecticut.
