Hight spent his entire legal career in state government positions. He first joined the California State Lands Commission in 1974, where he started out as chief counsel. He would serve in that position, until becoming the Executive Officer for the commission in 1994. Then, in 1999, Hight became the Director of the California Department of Fish and Game, a position he would hold until his appointment to the bench four years later. During his legal career, Hight's areas of practice included a wide range of matters involving business and commercial, construction defect, employment, environmental, family law, personal injury, and real property litigation.
