Judge Richard H. Lowe: Professional Background and Legal Expertise

Biography

The Hon. Richard H. Lowe is a judge for the Delaware County Court of Common Pleas in Pennsylvania. He was elected to the bench on November 5, 2019.


Lowe earned a bachelor’s degree in history from Yale University in 1979. He then completed a J.D. at New York University School of Law in 1982.


After graduating from law school, Lowe entered into private practice, specializing in construction and election protection matters. He started as an associate at Baer Marks & Upham (1982 to 1985), Wolf, Block, Schorr & Solis-Cohen (1985 to 1987), and the Law Offices of Carl Zucker (1987 to 1988).


Then, in 1988, he became a shareholder at Jacoby Donner. He worked in that capacity until 2002, at which time he began working as a partner at Duane Morris. He held this position until his election to the bench.


His memberships have included the Committee for the MidCounty Democrats, the Diversity Committee of the Board of the American College of Construction Lawyers, and the Construction Litigation Committee of the American Bar Association.


Lowe currently resides in Middletown Township. He has served as mayor (2010 to 2014) and solicitor (1997 to 2000) of the City of Swarthmore.


He is registered as a Democrat.
