Biography

The Hon. Rayford A. Means is a judge for the Philadelphia County Court of Common Pleas in Pennsylvania. Means was appointed to the bench by former Governor Bob Casey in 1992. He was subsequently re-elected in 1993, 2003, and 2013.


Means earned a B.S. from Winston-Salem University in 1973 and an M.Ed. from the University of North Carolina, Charlotte in 1975. He then completed a J.D. at North Carolina Central University School of Law in 1979.


After graduating from law school, Means joined the Philadelphia County District Attorney’s Office. He started as an Assistant District Attorney, rising through the ranks to become Chief Assistant District Attorney (1988) and Deputy District Attorney (1989).
