The Hon. Phyllis Orlikoff Flug is a Justice of the Queens County Supreme Court, Civil Term in the Eleventh Judicial District of New York. She was originally elected to the Supreme Court bench in 1990 and then re-elected to the seat in 2004. Justice Orlikoff Flug has since been certificated to the position in 2010, 2012, and 2014.

Her judicial career began in 1984 when she began serving as a judge for the Queens County Civil Court. Justice Orlikoff Flug held that seat until her election to the Supreme Court.

She received her B.B.A. from the City College of New York in 1960. She went on to earn her J.D. from Syracuse University College of Law in 1963.

Orlikoff Flug began her legal career as an associate and managing attorney with the law firm Gainsburg, Gottlieb, Levitan, and Cole after graduating from law school.

In 1972, she became an administrative law judge for the New York City Parking Violations Bureau. Then, two years later, she joined the Queens County District Attorney’s Office as an assistant district attorney.

Orlikoff Flug joined the New York State Unified Court System in 1975, where she first worked as a law secretary in the Civil Court before quickly moving to the Queens County Supreme Court the following year. She remained a law secretary there until 1980.

Orlikoff Flug then reentered private practice, becoming a managing attorney at Baron and Vesel, P.C. in 1981 and the following year she entered into solo practice at her own law firm.

She has also served as an assistant professor of business law at the Nassau Community College, an adjunct professor at Queens College, and as an associate professor at Queensborough Community College.

Her committee memberships have included the Queens County Supreme Court Gender Fairness Committee, the New York State Appellate Division Grievance Committee for the Second and Eleventh Judicial Districts, and the New York Judicial Bench Book Committee.

Justice Orlikoff Flug has also served as a member of the National Association of Women Judges, a chairperson and past president of the Brandeis Association of Queens, and past president of the Supreme Court Justices Association of the City of New York.

She is married to Arthur Flug, who served as executive director of the Kupferberg Holocaust Center at Queensborough Community College, before retiring in 2014.
