Judge Phyllis McMillen - Professional Background & Legal Expertise

Biography

Hon. Phyllis C. McMillen is a judge for the Sixth Circuit Court of Michigan in Oakland County. She was appointed to the seat by former Governor Jennifer Granholm in August 2010.

During her tenure on the Circuit Court, McMillen has presided over the Civil/Criminal Division. She began her judicial career as a judge for the Fifty-First District Court in Oakland County, a position she held for fifteen years. During that time, McMillen served as its chief judge in 1998 and 2007.

Before joining the bench, she spent twelve years as a partner at Schmidt, Isgrigg & McMillen and was the former director of training and litigation at Legal Services of Eastern Michigan (1977 to 1982). McMillen has also taught as an adjunct professor at Cooley Law School and served as a faculty member of the National Drug Court Institute.

She received a B.A. from Michigan State University in 1974. McMillen went on to complete a J.D. at the University of Detroit, Mercy School of Law in 1977.

She was admitted to practice in Michigan (1977) and the United States District Court for the Eastern District of Michigan (1978).

McMillen was a past vice-president of the Michigan Association of Drug Court Professionals and president of the Michigan District Judges Association and the Oakland County District Judges Association. She has also sat on the executive and advisory boards of the National Judicial Council for Pretrial Services and the Oakland Livingston Human Services Agency.

She is the recipient of a Special Recognition Award from the Executive Office of the President, Office of National Drug Control Policy, for her work in the creation of the Sobriety Court in the Fifty-First District Court.
