Judge Phillip Hom - Professional Background & Legal Expertise

Biography

The Hon. Phillip Hom is a judge for the Civil Court of the City of New York in Queens County. He was elected to the Civil Court bench in 2018. He filled the vacancy created by the Hon. William A. Viscovich, who was elevated to the Queens County Supreme Court bench.

He is a registered Democrat.

Judge Hom graduated with his B.A. in political science from the State University of New York at Binghamton in 1990. He went on to earn his J.D. from the University of Minnesota Law School in 1995.

After graduating from law school, Hom first worked as an attorney with the law firm Owen and Davis from 1995 to 1997.

He then left private practice to serve as an agency attorney and a special assistant corporation counsel with the New York City Department of Social Services. Hom held this position until 2001. The following year, he began serving as the chief of staff to New York City Councilman John C. Liu. Then, in 2005, he began a five-year tenure as a legislative attorney for the City Council. Hom also briefly served as the assistant deputy director of its Human Services and Infrastructure Divisions from 2010 to 2011.

After leaving his position with the City Council, Hom began serving as deputy general counsel with the New York City Comptroller’s Office.

Then, in 2014, he returned to private practice, joining Windels, Marx, Lane, and Mittendorf LLP, where he served as special counsel until his election to the bench. During his tenure with the firm, Hom handled regulatory, corporate, and litigation matters as a member of its Transportation Practice Group.

His memberships have included the Queens County Bar Association and the Asian American Bar Association of New York.
