Judge Philip H. Pennypacker - Professional Background & Legal Expertise

Biography

The Hon. Philip H. Pennypacker (Ret.) served as a judge for the Superior Court of Santa Clara County in California. He was appointed to the bench by former governor Gray Davis on October 9, 2003, filling a vacancy created by the retirement of the Hon. Robert Foley.

Pennypacker earned a bachelor’s degree from the University of California, Santa Barbara. He then received a J.D. from Santa Clara University School of Law in 1972.

Pennypacker began his legal career as a deputy public defender with the Office of the Public Defender of Santa Clara County in 1973. Four years later, he left the Office of the Public Defender to serve as the executive director of the California Public Defenders Association. Then, in 1978, he briefly returned to the Office of the Public Defender before joining the County of Santa Clara as a conflicts administrator in 1980. Six years later, he started his third stint with the Office of the Public Defender, this time serving as its acting public defender.

He then left the public sector, accepting a position as partner at Morgan, Almond, Deacon & Pennypacker in 1987. He worked there for three years before joining Siner, Steinbock, Hofmann & Pennypacker as a partner. Then, in 1997, Pennypacker left the firm to start his own private practice.

Over the course of his judicial career, Pennypacker served on the domestic violence court, eventually becoming the division’s supervising judge. Since retiring from the bench, Pennypacker has served as an assigned judge in Sonoma County.

Pennypacker was born in Huntington Park, California.

He is registered as a Democrat.
