Judge Mark T. Cumba - Professional Background & Legal Expertise

Biography

The Hon. Mark T. Cumba is a judge for the San Diego County Superior Court in California. He was appointed to the bench by Governor Gavin Newsom on November 10, 2021, filling a vacancy created by the retirement of the Hon. Charles G. Rogers.

Prior to his appointment, Cumba was a deputy attorney general for the California Department of Justice. During his tenure there, he held assignments in the Bureau of Medi-Cal Fraud & Elder Abuse of the Criminal Law Division (2012 to 2020) as well as the Complex Trial and Mass Tort Litigation Team (2020 to 2021).

Cumba earned a bachelor’s degree in sociology from DePaul University in 1995. He then completed a J.D. at Illinois Institute of Technology, Chicago-Kent College of Law in 1998.

After graduating from law school, Cumba began his legal career as an assistant state’s attorney for the Cook County State’s Attorney’s Office. He handled cases in the Public Interest Bureau, the Narcotics Prosecutions Bureau, the Juvenile Justice Bureau, and the Criminal Justice Bureau. He served in that capacity until 2001, at which time he became an associate at Johnson & Bell.

Then, in 2003, Cumba relocated to San Diego. He spent the next several years working as an associate at Morris Polich & Purdy (2003 to 2006) and Wilson Petty Kosmo & Turner (2006 to 2009) before becoming senior counsel at Pettit Kohn Ingrassia & Lutz. He handled product liability claims defending automobile, motorcycle, pharmaceutical and medical device manufacturers; professional liability matters for attorneys in legal malpractice claims; and personal injury claims involving slip-and-falls and automobile accidents.

Cumba was born in Brooklyn, New York, and raised in Morris, Illinois. His wife, Debbie, is a commissioner for the San Diego County Superior Court. They have two daughters.
