The Honorable Judith F. Hayes

Biography

The Hon. Judith F. Hayes (Ret.) served as a judge for the Superior Court of San Diego County in California. She was initially appointed to the San Diego Municipal Court by former governor George Deukmejian in 1990, filling a vacancy created by the elevation of the Hon. Richard M. Murphy. She was then elevated to the Superior Court in 1995.

Hayes earned a bachelor’s degree from Catholic University. She then received a J.D. from the University of San Diego School of Law in 1977.

She began her legal career as a deputy district attorney with the Office of the District Attorney of San Diego County in 1978. Then, in 1980, she joined the Office of the United States Attorney of the Southern District of California as an assistant U.S. Attorney. She served in that capacity for five years, eventually moving to the Office of the Attorney General of California as a deputy attorney general.
