Biography

The Hon. Jeffrey M. Fleming (Ret.) served as a judge for the 9th Judicial Circuit Court of Florida. Fleming was appointed to the bench by former Governor Jeb Bush in 2005, filling a vacancy created by the elevation of the Hon. C. Alan Lawson to the 5th District Court of Appeal. He retired on January 5, 2015.


The 9th Judicial Circuit encompasses Osceola County and Orange County.


Prior to his appointment, Fleming was a judge for the Orange County Court, a position to which he was named in 2001.


Fleming earned a B.A. in political science from the University of Central Florida in 1982. He then completed a J.D. at the University of Florida, Fredric G. Levin College of Law, in 1985. He is also Board Certified in Civil Trial Law by the Florida Bar.


After graduating from law school, Fleming began his legal career with Rogers, Dowling, Fleming & Coleman in 1985. During his tenure there, he specialized in insurance defense matters and served as its managing partner from 1991 to 2001.


His memberships have included the Orange County Bar Association, the Osceola County Bar Association, and the Seminole County Bar Association. He has also served on the Florida Bar's Civil Trial Certification Committee and the University of Central Florida's Legal Studies Advisory Board.


He is a recipient of the Orange County Legal Aid Society Award of Excellence (1996).


Fleming was born and raised in Orlando, Florida. His wife has worked as a classroom assistant at the Christ School of First Presbyterian Church. Since retiring from the bench, Fleming has worked as a private mediator and arbitrator.
