Judge Heather D. Shand - Professional Background & Legal Expertise

Biography

The Hon. Heather D. Shand is a commissioner for the Skagit County Superior Court in Washington. She was appointed to the bench on September 26, 2019.

Prior to her appointment, Shand sat as a judge pro tempore and commissioner pro tempore for the Skagit County Superior Court.

Shand earned a bachelor’s degree in sociology from the University of Washington in 1998. She then completed a J.D. at Gonzaga University School of Law (2000) and an LL.M. in taxation from the University of Washington School of Law (2004).

After graduating from law school, Shand opened her own private practice in Skagit County. She specialized in family law (including adoptions), guardianship, probate, business, taxation, and estate planning matters.

Her memberships have included the Skagit Rotary, the Conway Youth Soccer Association (president), and the Skagit Women Alliance Network. She also sits on the Board of the Children’s Museum of Skagit County, the Skagit Symphony, and the Vala Youngquist Guild.

Raised in Skagit County, Shand attended Conway Elementary School and Mount Vernon High School. When not presiding over legal matters, she enjoys spending time with her daughter and her dogs. She appreciates the outdoors and likes to cheer for the University of Washington Huskies.
