He was initially appointed to the Municipal Court of San Diego by former governor George Deukmejian in 1991, filling a vacancy created by the relocation of the Hon. S. Patricia Rosenbaum to the Los Angeles Municipal Court.
Elias earned a B.A. in history and political science from the University of Michigan in 1972. He then received a J.D. from the University of San Diego School of Law in 1975.
Elias began his legal career as an attorney in his own private practice, where he handled civil and criminal cases. Then, in 1976, he joined the Office of the District Attorney of San Diego County as a Deputy District Attorney. During his fourteen-year tenure there, he specialized in child abuse prosecutions, founding and leading its Child Abuse Unit.
