Biography

The Hon. Frederick P. Horn (Ret.) served as a judge for the Superior Court of Orange County in California. He was first appointed to the Harbor District Municipal Court of Orange County by former Governor George Deukmejian on December 31, 1990, filling a vacancy created by the elevation of Judge John M. Watson. He was elevated to the Superior Court of Orange County after the unification of the trial courts in 1993.

Horn earned a J.D. from the University of West Los Angeles in 1974.

He joined the Office of the District Attorney of Los Angeles County as deputy district attorney after completing law school. He held this position until his appointment to the bench.

As a judge for the Superior Court of Orange County, Horn served as the Supervising Judge of its Civil Division and its Complex Civil Panel from 2006 to 2010.

Horn is a recipient of the Annual Access Award for Dedicated Service to the Disability Community by the Los Angeles Commission on Disabilities in 1998, the President’s Award for Eradicating Gender Bias and Promoting Gender Fairness by the National Association of Women Judges in 2001, the Judge of the Year Award by the Orange County Women Lawyers Association in 2003, the Jurist of the Year Award by the Judicial Council of California in 2004, as well as the National Service Award by the National Consortium of Racial and Ethnic Fairness in the Courts in 2005.

He has served as the Chairperson of the California Judicial Branch Ethics and Fairness Curriculum Committee as well as the Chairperson of the National Association for Presiding Judges.

He retired from the bench in 2017.
