The Hon. Francis W. Barclay is a judge for the Modoc County Superior Court in California. He was appointed to the bench by former Governor Gray Davis in 2003.
Judge Barclay received his bachelor's degree from the University of California, Davis in 1976. He went on to earn his J.D. from the University of California, Hastings College of the Law in 1981.
Barclay began his legal career as an associate at the San Francisco law firm of Thornton, Taylor, and Downs in 1981. Five years later, he became an associate at Bowling, Walter, and Gawthrop in Sacramento, before then becoming a sole practitioner the following year. During his tenure in solo practice, Barclay served as the city attorney for the City of Tulelake from 1990 to 2003 and the City of Alturas from 1995 to 2003. He remained in solo practice until his appointment to the Superior Court.
While on the bench, Judge Barclay has served as the Presiding Judge of the Court.
His memberships have included the California Judges Association and the Juvenile Justice Commission. He has also served on the board of directors for the Alturas Community Theater, as past-director for the Northern California Senior Legal Services, trustee of the Modoc County Law Library, and past-president of the Rotary International.
