Biography

The Hon. Francine Zepeda is a judge for the Superior Court of Fresno County, California. On July 12, 2013, she was appointed to the bench by California Governor Jerry Brown to replace the Hon. Rosendo Peña, Jr.

Judge Zepeda earned her B.A. degree from the University of California, Berkeley and her J.D. from the University of California, Hastings College of the Law in San Francisco, California.

Zepeda began her career in 1980 as an analyst for the National Association of Latino Elected and Appointed Officials. She then became an attorney at the Law Offices of Eduardo Peña in 1981. In 1983 she became a staff attorney at Legal Assistance to the Elderly until 1986. She served in multiple positions at California Rural Legal Assistance from 1986 to 1990 and 1979 to 1980, as both staff attorney and directing attorney. From 1989 to 1990 she was an assistant public defender at the Office of the Public Defender in Fresno County, California. Then in 1991, she joined the Fresno County, California Branch of the Office of the Federal Defender as an assistant federal defender. In 2010, prior to her appointment to the bench, she became the chief federal defender at the Office of the Federal Defender.

Zepeda is a Democrat.
