Judge David E. Leith - Professional Background & Legal Expertise

Biography

Hon. David E. Leith is a judge for the 3rd Judicial District Circuit Court of Oregon in Marion County. He was appointed to the bench by former Governor John Kitzhaber on January 30, 2012, filling the vacancy created by the retirement of the Hon. Joseph C. Guimond (Ret.).

Prior to his appointment, Leith was an associate attorney general with the Oregon Department of Justice. He joined the department in 1994 and held several positions including attorney-in-charge of the Special Litigation Unit, where he was tasked with handling complex litigation that included constitutional challenges to state statutes and programs. Leith also served on the Attorney General’s Executive Team and as chief counsel of the General Counsel Division.

He received a B.A. from Whitman College. Leith went on to complete a J.D. at the University of Oregon School of Law. He was a member of the Order of the Coif. Leith was admitted to practice in Oregon in 1993.

After graduating from law school, he began his legal career as a law clerk to the Hon. John H. Buttler and the Hon. Susan M. Leeson with the Oregon Court of Appeals (1993 to 1994).

He has held a membership with the Marion County Bar Association and served on the Oregon Administrative Hearings Oversight Committee, the Administrative Rules Advisory Committee, and the Constitutional Law Section (chair) of the Oregon State Bar.
