The Hon. David A. Garcia (Ret.) served as a judge for the Superior Court of San Francisco County in California. Initially appointed to the Municipal Court of San Francisco in 1983 by former governor Jerry Brown, he was elevated to the superior court by former governor George Deukmejian in 1990. He retired from the bench in 2003.

Garcia attended the University of San Francisco, where he earned a B.A. in 1967 and a J.D. in 1970. He then received an LL.M. from Yale Law School in 1971.

He began his legal career as a managing attorney for the Neighborhood Legal Assistance Foundation in San Francisco, California in 1971. Then, in 1974, he became a partner of a private law firm, where he practiced for three years. He then joined the California Fair Employment and Housing Commission as general counsel. He held this position at the time of this appointment to the bench.

Garcia was a professor of law at the University of San Francisco School of Law from 1974 to 1983.

His memberships have included the California Judges Association and the San Francisco Conservation Corps. He was also a founder and board member of Alta Vista Elementary School.

He is fluent in Spanish.
