The Hon. Charles M. Barnard is a judge for the 89th District Court in Wichita County, Texas. Barnard was appointed to the bench by Governor Greg Abbott on March 23, 2015, filling a vacancy created by the passing of the Hon. Mark Price.
Prior to his appointment, Barnard worked as an attorney and mediator in his own private practice, the Law Offices of Charles Barnard.
Barnard earned a B.B.A. from the University of Texas at Austin. Then, in 1979, he completed a J.D. at South Texas College of Law. He is Board Certified in Civil Trial Law and Personal Injury Law by the Texas Board of Legal Specialization.
His memberships have included the State Bar Foundation, the College of the State Bar of Texas, and the Wichita County Bar Association. He has also served as a pro bono attorney for the Wichita Falls Boys and Girls Club and the Legal Aid of Northwest Texas as well as a sponsor of the Life Decisions Program with the Texas Department of Criminal Justice.
He is registered as a Republican.
