Judge Annette M. Rizzo - Professional Background & Legal Expertise

Biography

The Hon. Annette M. Rizzo (Ret.) served as a judge for the Philadelphia County Court of Common Pleas in Pennsylvania. Rizzo was appointed to the bench by former Governor Tom Ridge in 1999. She retired in 2015 and joined JAMS as a private mediator and arbitrator.

Over the course of her judicial career, Rizzo held assignments in the Trial Division in both the Criminal and Civil Programs. She also sat in the Major Jury Trial Program and the Complex Litigation Program. In 2008, Rizzo was instrumental in developing the Residential Mortgage Foreclosure Diversion Program for the First Judicial District.

Rizzo earned a bachelor’s degree in public policy and Italian literature from the University of Pennsylvania in 1980. She then completed a J.D. at Temple University, James E. Beasley School of Law in 1983. As a law student, Rizzo served as a law clerk to Peter F. Varia of the Office of the United States Attorney for the Eastern District of Pennsylvania (1981 to 1983).

After graduating from law school, Rizzo began her legal career as Assistant City Solicitor in the Claims Division of the General Trials Unit of the City of Philadelphia Law Department. She worked in this capacity until 1985, at which time she entered into private practice.

Rizzo started as a senior associate in the General Litigation Unit at Rawle & Henderson. Then, in 1991, she joined CIGNA Companies, where she worked as senior counsel in its Legal & Public Affairs Division. Rizzo held this position until her appointment to the bench.

Her memberships have included the Temple American Inn of Court and the Justinian Society. She sat as a board member of Philadelphia VIP, Casa Farnese, the Historic Site of Eastern State Penitentiary, and the Consumer Financial Protection Bureau. She also served on the Civil Rules Committee of the Philadelphia Court of Common Pleas and the Civil Gideon Task Force of the Philadelphia Bar Association.

She is a recipient of the Champion of Justice Award from Philadelphia Community Legal Services (2009), the Louis J. Goffman Award for Pro Bono Services from the Pennsylvania Bar Foundation (2009), and the Justice William J. Brennan, Jr. Distinguished Jurist Award from the Philadelphia Bar Association.

Rizzo is a resident of the Society Hill Section of Philadelphia.
