Judge Ann A. Osborne - Professional Background & Legal Expertise

Biography

The Hon. Ann A. Osborne (Ret.) served as a judge for the Delaware County Court of Common Pleas in Pennsylvania. Osborne was elected to the bench in 1997. She retired in 2014 and continued to preside as a senior judge.

Osborne earned a bachelor’s degree from Springfield College. She spent the next several years teaching elementary school before completing a J.D. at the Illinois Institute of Technology, Chicago-Kent College of Law.

After graduating from law school, Osborne began her legal career as staff counsel to the Pennsylvania District Attorneys Association in 1980. She worked in that capacity until 1983, at which time she became an Assistant District Attorney for the Delaware County District Attorney’s Office.

Then, in 1991, Osborne was appointed Sheriff of Delaware County by the Delaware County Council. During her tenure there, she served as an instructor for the Deputy Sheriffs Training Commission and sat on the Executive Committee of the Pennsylvania Sheriffs Association.

She has taught comparative government, international law, and criminal law at Immaculata College, Villanova University, Temple University, and the Delaware County Municipal Police Academy.
