The Hon. Amber S. Rosen is a judge for the Superior Court of Santa Clara County in California. She was appointed to the bench by former Governor Jerry Brown on December 22, 2017, filling a vacancy created by the retirement of the Hon. Philip H. Pennypacker.
Rosen earned a B.A. from Harvard University. She then completed a J.D. from the University of California, Berkeley School of Law in 1992.
She began her legal career as an attorney with the Tax Division of the United States Department of Justice in 1992. Three years later, she joined the Office of the United States Attorney for the Northern District of California. She entered as an assistant U.S. Attorney, eventually rising to deputy chief in 2011. She held this position until her appointment to the bench.
Rosen has been married to Jeff Rosen, the District Attorney of Santa Clara County. She is the daughter of the late Joseph L. Sax, a legal scholar who helped shape environmental law in the United States.
She is registered as a Democrat.
