Judge Alice L. Blackwell - Professional Background & Legal Expertise

Biography

The Hon. Alice L. Blackwell (Ret.) served as a judge for the 9th Judicial Circuit Court of Florida. Blackwell was appointed to the bench by former Governor Lawton Chiles in 1991. She retired on June 30, 2023.

The 9th Judicial Circuit encompasses Osceola County and Orange County. Blackwell held assignments in Orange County, presiding over cases in the Criminal Division, the Civil Division, the Domestic Relations Division, and the Probate/Guardianship/Mental Health/Trusts Division. She also sat as an Administrative Judge for the Civil Division and the Criminal Division of the 9th Judicial Circuit.

Blackwell earned a B.A. in political science from Furman University in 1977. She then completed a J.D. at the University of South Carolina School of Law in 1980.

After graduating from law school, Blackwell began her legal career as an attorney at Lowndes, where she handled commercial litigation matters. She practiced with two other law firms before her appointment to the bench.

Her memberships have included the George C. Young American Inn of Court and the Central Florida Family Law Inn of Court. She has also been involved with the Judicial Management Council Committee on District Court of Appeal Performance & Accountability as well as the State Courts Civil Litigation Task Force, and she has chaired the Orange County Domestic Violence Commission, the Florida Conference of Circuit Judges, and the Supreme Court Commission on Trial Court Performance & Accountability.

She is a recipient of the Women Business & Commercial Advocates Award from the American Bar Association (2018), the Judicial Excellence Award from the Florida Supreme Court (2018), the Champion of Justice Award from Harbor House (2018), and the James G. Glazebrook Professionalism and Service Award from the George C. Young American Inn of Court (2016).

Blackwell has taught as a faculty member at Barry University School of Law and the Florida Judicial College for New Judges.

She was raised in a small town in South Carolina. When not presiding over legal proceedings, she is a member of the chancel choir and brass ensemble of the First Congregational Church of Winter Park. She has also served on the Orlando Transportation Permit Board, the Board of Directors for the Central Florida Crimeline Program, and the Associate Board of Loch Haven Art Center.
