The Hon. Thomas C. Ross (Ret.) served as the County Administrative Judge for the Queen Anne’s County Circuit Court in Maryland. Ross was appointed to the bench on January 9, 2004. He retired on November 1, 2019, and joined the McCammon Group as a private mediator and arbitrator.
Ross held assignments as the Administrative Judge for the Second Judicial Circuit (2009 to 2017) and the Chief Judge for the Second Judicial Circuit (2016 to 2019). He also spent time as a judge for the Business and Technology Case Management Program and the Advanced Science and Technology Adjudication Resource Center Program.
Prior to his appointment, Ross was a partner at Ross & Powell, a law firm he joined in 1982. During this time, he sat as the Panel Chair for the Health Claims Arbitration Office (1987 to 2003) and the Inquiry Panel (1999 to 2001) for the Attorney Grievance Commission. He also supplemented his practice with service as an attorney for the Queen Anne’s County Board of Education, the Queen Anne’s County Ethics Commission, the Queen Anne’s County Personnel Board, and the Queen Anne’s County Board of Appeals.
Ross earned a bachelor’s degree in history and psychology from Florida State University in 1973. He spent the next few years working as a post-release coordinator for the Pretrial Services Agency of the District of Columbia before completing a J.D. at the University of Baltimore School of Law in 1978. He is admitted to practice in the District of Columbia (1979), Florida (1981), and Maryland (1981).
After graduating from law school, Ross began his legal career as a law clerk to the Hon. Alfred Burka (1978 to 1980) and the Hon. Paul F. McArdle (1980 to 1981) of the Superior Court of the District of Columbia.
His memberships have included the Maryland State Bar Association, the Prince George’s County Bar Association, and the Queen Anne’s County Bar Association. He also served on the Advisory Committee of Mid-Shore Pro Bono, Inc., the Advisory Board of the Maryland Mediation and Conflict Resolution Office, the Maryland Access to Justice Commission, and the Judiciary Task Force on Pretrial Confinement and Release.
Ross held a number of committee assignments over the course of his judicial career. He sat on the Criminal Law & Procedure Committee, the Family Law Committee, and the Legislative Committee of the Maryland Judicial Conference.
He is a recipient of the Outstanding Contribution to Alternative Dispute Resolution in Maryland Award from the Maryland State Bar Association and the Steven P. Lemmey Award for Advancement of Public Service Responsibility by the Maryland Bar Foundation.
Ross was born in Pensacola, Florida.
