NOW ON THIS lb ™ tay of August, 2023, comes on for hearing the
Defendant's Motion to Change Venue, and the Defendant appears personally and with
his attorney Kennard K. Helton, and the Plaintiff appears personally, and, having given
due consideration to the pleadings and the statements of the Plaintiff and Defendant's
counsel, the Court does hereby find and order:
1. The final Decree of Divorce between the parties was entered herein April 19,
2022, and this Court retains jurisdiction for all matters related thereto.
The Plaintiff and custodial parent resides with the minor children in Jefferson
County, Arkansas. The Defendant resides in Pope County, Arkansas.
3. The Court finds it is in the best interest of the parties for this case to be
transferred to Jefferson County, Arkansas.
Pursuant to A.C.A. 9-12-320(b), this case is hereby transferred to Jefferson
County, Arkansas, Circuit Court, and the Washington County, Arkansas,
Circuit Clerk is ordered and directed to transmit forthwith certified copies of all
records pertaining to this case to the Jefferson County, Arkansas, Circuit
Clerk.

COMES NOW, Celina Chastain, Petitioner/Plaintiff (hereinafter “Petitioner”), by and
through her attorney, Katelyn Admire, who hereby petitions the Court for leave to proceed Jn
Forma Pauperis, and does allege and state:
1 That Petitioner, a resident of the State of Arkansas, has prepared and desires to file with
this Court a Complaint for Divorce. A copy is attached.
That Petitioner is not currently employed, and she is the primary caregiver of four (4)
minor children.
That the Petitioner has no steady source of income and is barely able to meet the costs of
daily essentials of life and includes no allotment that could be budgeted to pay for court
fees and costs incident to this proceeding.
That Petitioner has no means of paying such costs without being reduced to total
impoverishment. An Affidavit in Support of Request to Proceed /n Forma Pauperis is
attached.
That Petitioner believes that she is entitled to the relief requested in the accompanying
complaint and that such action is not brought for a frivolous or malicious purpose.
WHEREFORE, Petitioner prays that this Court enter an order allowing Petitioner to
prosecute this action in forma pauperis and that Petitioner may have the necessary writs and
processes without payment or fees or costs for the same.

COMPLAINT FOR DIVORCE
COMES NOW, the Plaintiff, Celina Chastain (“Plaintiff”), by and through her attorney,
Katelyn Admire, and for her Complaint for Divorce against the Defendant, Jonathan Chastain
(“Defendant”), states and alleges as follows:
1 That Plaintiff is a resident of Washington County, Arkansas, and has been for more than
sixty (60) days prior to the filing of this Complaint.
That this Court has jurisdiction over the parties and subject matter herein; venue is proper.
That the parties were lawfully married on August 8, 2013, and they separated in or about
September 2019.
That Plaintiff’s cause of action for divo' | occurred within the past five (5) years.
That Plaintiff is entitled to an absolute divorce from Defendant pursuant to the general
indignities provision of A.C.A. 9-12-301(3).
That one (1) child was born to the parties prior to their marriage, namely Justin (born
2013). The Defendant is the biological father of Justin and should therefore be adjudicated
as Justin’s legal father.
That two (2) children were born to the parties during their marriage, namely Monroe (born
2015) and Aelina (born 2017).
That Arkansas is the home state of the minor children as defined by A.C.A. 9-19-102(7).
Plaintiff knows of no prior or pending actions involving child custody. Plaintiff knows of
no person not a party to this action that has either physical custody of the children or claims
a right to physical or legal custody of the children.
That Plaintiff has been the primary caregiver for the minor children for their entire lives,
and she is the proper party to have both temporary and permanent care, control, and
custody of the parties’ minor children, subject to visitation with the Defendant as this
Court deems safe and appropriate.
10. That Defendant is able-bodied and capable of earning, and should therefore be ordered to
pay child support in accordance with Administrative Order No. 10.
11 That there are issues of property and debts to be divided by this Court if the parties cannot
reach an agreement thereon.
12 That Plaintiff is fully aware that upon the filing of this Complaint for Divorce, she
immediately becomes subject to the Standing Orders of this Court, a copy of which is
attached hereto and incorporated fully ierein by reference as Exhibit “A.”
WHEREFORE, Plaintiff prays that she te granted an absolute divorce from the Defendant;
be granted both temporary and permanent care, control and custody of the minor child, subject to
visitation by the Defendant as this Court deems safe and appropriate; be awarded child support in
accordance with Administrative Order No. 10; for a fair and equitable division of property and
debts; and for any and all other relief to which this Court finds her entitled.

COMPLAINT FOR DIVORCE
COMES NOW, the Plaintiff, Celina Chastain (“Plaintiff”), by and through her attorney,
Katelyn Admire, and for her Complaint for Divorce against the Defendant, Jonathan Chastain
(“Defendant”), states and alleges as follows:
1 That Plaintiff is a resident of Washington County, Arkansas, and has been for more than
sixty (60) days prior to the filing of this Complaint.
That this Court has jurisdiction over the parties and subject matter herein; venue is proper.
That the parties were lawfully married on August 8, 2013, and they separated in or about
September 2019.
That Plaintiff's cause of action for divorce occurred within the past five (5) years.
That Plaintiff is entitled to an absolute divorce from Defendant pursuant to the general
indignities provision of A.C.A. 9-12-301(3).
That one (1) child was born to the parties prior to their marriage, namely Justin (born
2013). The Defendant is the biological father of Justin and should therefore be adjudicated
as Justin’s legal father.
That two (2) children were born to the parties during their marriage, namely Monroe (born
2015) and Aelina (born 2017).
8. That Arkansas is the home state of the minor children as defined by A.C.A. 9-19-102(7).
Plaintiff knows of no prior or pending actions involving child custody. Plaintiff knows of
no person not a party to this action that has either physical custody of the children or claims
aright to physical or legal custody of the children.
That Plaintiff has been the primary caregiver for the minor children for their entire lives,
and she is the proper party to have both temporary and permanent care, control, and
custody of the parties’ minor children, subject to visitation with the Defendant as this
Court deems safe and appropriate.
10 That Defendant is able-bodied and capable of earning, and should therefore be ordered to
pay child support in accordance with Administrative Order No. 10.
1 That there are issues of property and debts to be divided by this Court if the parties cannot
reach an agreement thereon.
12. That Plaintiff is fully aware that upon the filing of this Complaint for Divorce, she
immediately becomes subject to the Standing Orders of this Court, a copy of which is
attached hereto and incorporated fully herein by reference as Exhibit “A.”
WHEREFORE, Plaintiff prays that she be granted an absolute divorce from the Defendant;
be granted both temporary and permanent care, control and custody of the minor child, subject to
visitation by the Defendant as this Court deems safe and appropriate; be awarded child support in
accordance with Administrative Order No. 10; for a fair and equitable division of property and
debts; and for any and all other relief to which this Court finds her entitled.
